Kannapolis Property Tax Records

Kannapolis property tax records are administered by two counties. The city of Kannapolis spans parts of both Cabarrus County and Rowan County in the central Piedmont region of North Carolina. The city has roughly 53,000 residents. Which county handles your tax records depends on where your specific parcel sits. Cabarrus County manages assessments for parcels on its side. Rowan County handles the rest. Property in Kannapolis is assessed at 100% of market value in both counties. Owners pay the applicable county rate plus the Kannapolis municipal rate on all taxable property.

How Kannapolis Property Taxes Work

Property taxes in Kannapolis follow North Carolina state law. Under G.S. 105-289, all property must be assessed at 100% of fair market value. The county where your parcel is located performs the assessment. Cabarrus County values property on its side of Kannapolis. Rowan County values property on its side.

Your Kannapolis property tax bill combines the county rate with the city rate. The county rate differs between Cabarrus and Rowan because each county sets its own rate during the annual budget process. The Kannapolis municipal rate applies to all property within city limits regardless of which county the parcel is in. To figure your bill, divide the assessed value by 100 and multiply by the combined rate. The result is your total Kannapolis property tax for the year.

Both Cabarrus County and Rowan County revalue property every four years as permitted by G.S. 105-286. The revaluation schedules may not align perfectly. One county might revalue in a different year than the other. This means Kannapolis property owners on each side of the county line may see value changes at different times.

Which County Handles Your Kannapolis Property Tax Records

Before searching for your Kannapolis property tax records, find out which county your property is in. This matters because each county has its own tax office, its own online search system, and its own rates. Paying the wrong county will not apply to your balance.

Check your most recent tax bill. It shows which county billed you. You can also call the City of Kannapolis and ask. Another option is to search both county systems using your property address. The Cabarrus County tax search and the Rowan County tax search will each show parcels in their jurisdiction. If your address comes up in one system but not the other, you know which county handles your Kannapolis property tax records.

Note: Some Kannapolis property owners near the county line may have neighbors in a different county. Your county assignment is based on the legal boundary, not the neighborhood or street name.

Search Kannapolis Property Tax Records

To search Kannapolis property tax records, use the online system for the appropriate county. Cabarrus County provides an online property search on its website. Rowan County offers the same through its own tax portal. Enter the owner name, property address, or parcel ID to pull up records.

Each record shows the assessed value, land and building breakdown, tax amount, and payment status. You can view current and prior year data for your Kannapolis property. Exemptions and special assessments also appear in the records. Both county systems are free to use.

For in-person help, visit the appropriate county tax office. Cabarrus County Tax is in Concord. Rowan County Tax is in Salisbury. Staff at either office can look up your Kannapolis property tax records, explain your assessment, and help with payment questions. The North Carolina Department of Revenue website has statewide property tax information.

Paying Kannapolis Property Taxes

Kannapolis property tax bills go out each August. Payment is due September 1. Taxes become delinquent on January 6 and begin accruing interest.

Pay through the county that issued your bill. Cabarrus County accepts online, mail, and in-person payments. Rowan County offers the same options. Always include your payment stub or parcel number. Both counties accept cash, checks, and card payments at their offices. Online payments are processed through each county's tax website.

Property taxes in Kannapolis become a lien on the property as of January 1 each year. This lien has priority over almost all other claims. Extended non-payment can lead to enforced collection by the county, including advertising and foreclosure. If you cannot pay the full amount, contact the appropriate county tax office right away to discuss your Kannapolis property tax balance and any options that may be available.

Kannapolis Tax Assessment Appeals

If you believe your Kannapolis property is assessed too high, you can appeal. The appeal goes to whichever county handles your parcel. Start with an informal review at the county tax office. Bring evidence such as a recent appraisal, comparable sales in your area of Kannapolis, or photos showing condition problems.

Formal appeals go to the county Board of Equalization and Review under G.S. 105-322. Cabarrus County and Rowan County each have their own board. File before the session closes. The board reviews your evidence and issues a decision. Beyond that, you can appeal to the North Carolina Property Tax Commission under G.S. 105-288. Most Kannapolis property tax appeals resolve at the county level.

Kannapolis Property Tax Relief

North Carolina tax relief programs are available to qualifying Kannapolis property owners. Apply through the county tax office that handles your parcel by June 1.

The Homestead Exclusion under G.S. 105-277.1 benefits homeowners age 65 and older, or those with a total and permanent disability. Income must fall below the annual limit. Qualifying owners exclude the greater of $25,000 or 50% of assessed value from their Kannapolis property tax bill. The Circuit Breaker under G.S. 105-277.1B allows eligible owners to defer taxes that exceed a percentage of their income.

Disabled veterans with a total, permanent, service-connected disability can exclude $45,000 from their taxable value. The Present-Use Value program under G.S. 105-277.2 helps owners of agricultural, horticultural, and forestland. Qualifying parcels near Kannapolis are taxed at current use value instead of market value. This can produce significant savings for working farms and managed timber land in the area around Kannapolis.

Note: Both Cabarrus County and Rowan County administer these relief programs independently. Apply to whichever county holds your parcel.
